Maurice Henderson

Maurice A. Henderson II is Chief of Staff and Director of Strategic Initiatives for Portland Mayor Ted Wheeler. His responsibilities include the mayor’s policy agenda and staff in addition to coordinating work on initiatives among numerous bureaus.

Before his appointment to the mayor's staff, Henderson served as Assistant Director for the Portland Bureau of Transportation (PBOT). He joined PBOT in April 2015 after spending nearly a decade of service in a variety of executive leadership roles for the past three mayors of Washington, DC, including DC Mayor Muriel Bowser. He oversaw Maintenance and Operations, Internal Business Services, Development, Transit, and Permitting as well as Asset Management. He also led the City of Portland’s Top Seven Finalist UB Mobile PDX proposal in the first of its kind $40 million US Department of Transportation Smart Cities Challenge to which 78 total US cities applied.

Previously, he served as the Chief Administrative Officer for the DC Office of the Chief Technology Officer (OCTO), an agency with an operating budget of over $100 million and responsible for operating over $1 billion in municipal IT assets. Prior to arriving in the District to serve in the Fenty administration in July 2007, he was appointed as the Deputy Press Secretary for then-Virginia Governor and now-U.S. Senator Tim Kaine where he was the governor’s traveling press and logistics point person. 

He holds a bachelor’s degree in leadership studies from the University of Richmond and a master's degree in public administration from Sojourner-Douglass College as well as teaching certificates for English as a Second Language and Business English.
